This is used as a verb phrase to mean that someone or something is starting over or starting again. If you make a mistake, you may want to stop, reset and try again.

Example: Bob and Mary’s company had failed badly in the French market. They were poor and embarrassed by their failure, so they moved to New York to make a fresh start in a new place where no one knew them.
